About Jay

Jay Grant has been a recognized leader in U.S. and international aviation and maritime transportation security for more than two decades. Following the events of 9/11, he was brought in to represent the U.S. port authorities before the Administration and Congress. This led to the implementation of the Maritime Transportation Security Act of 2002 (MTSA) with the authorization of a security grant. In 2003, he worked with Senator Robert Byrd for permanent security grants at $100 million a year, which has grown to almost a billion today.

He was part of the team in 2006 to see the SAFE Port Act, enacted to enhance maritime security in the United States by implementing measures such as improved port security protocols and the establishment of the Transportation Worker Identification Credential. This led to him working on the TWIC card from the U.S. Coast Guard Hearings to being a member of the TSA Member Group working on the security credential.

Since 2010, Jay has served as Secretary General of INTERPORTPOLICE, an international organization dedicated to countering terrorism and enhancing the security of global port authorities. In this role, he collaborates with national governments, local authorities, United Nations agencies, and NATO to advance threat and emergency management strategies, safeguard large populated environments, and promote community engagement through preventive security practices.

Jay is a long-standing member of the DHS/FEMA Law Enforcement Stakeholder Group, Vice Chair of the NATO Information Sharing Committee, and the principal representative to the UN International Maritime Organization, where INTERPORTPOLICE holds consultative status.

Jay has also served as the Executive Director of the Morrone 9/11 Center for Counterterrorism and Security, a nonprofit charity focused on security training based on lessons learned from preventive security and active-shooter events; the goal is to honor those who distinguish themselves in public safety. The organization is named after our friend, Fred Morrone, the Superintendent of Police and Director of Public Safety, along with 36 of his fellow officers who perished on 9/11, saving lives, running into the Towers while others were evacuating. Fred was the Executive Vice President of the INTERPORTPOLICE at the time of his death, bringing innovative police and security tactics for departments worldwide.

Experience Making a Difference

Serving as Vice Chair of the Information-sharing Committee on the Centre of Excellence for NATO's Combined Operation of the Sea.

London's Heathrow Airport, hosting an aviation security working group meeting of EU and US port police in cooperation with the UK Met Police.

Jay served as a strategic plan advisor on the initial efforts of the U.S. border security plan. His work included interfacing with the Israeli government on border security, and he was actively involved in deploying the first UAV on the Arizona border. Pictured is the Hermes UAV.
