Jay served as federal legislative counsel to the U.S. Port Authorities and as Director of the U.S. Port Security Council after 9/11. He was a principal in addressing port security legislation and secured billions of dollars for U.S. Ports in the aftermath. In 2010, he became Secretary General of the International Organization of Airport and Seaport Police (INTERPORTPOLICE). His focus has been on best practices ranging from preventative security to active shooter lessons learned. These broad security requirements have led him to actively work within the United States and worldwide. Born at Fort Lawton on Magnolia Hill in Seattle, he first made his home in Edmonds in late 1963 when his father retired from the U.S. Army. After his military service in the Air Force, he lived in all four corners of America and returned to the area, settling permanently in Woodway and later Edmonds.   Jay has served two terms as the Chair of the City of Edmonds Salary Commission and a founder and Director of the Edmonds Civic Roundtable.

Since then, his work has required regular commuting to Washington, D.C., and internationally; his home has remained here.  As his travel waned, he was pleased to ask to run for Port Commissioner for District 3, including a portion of Edmonds and Woodway.  In 1921, he was elected the Commissioner of the Port of Edmond's 3rd District and is up for election in 2025.
